Good CPU and GPU for Video Editing & More

Need a good GPU and CPU for :

-Video Editing
-Painter Programs such as Corel Painter X / 2015 and any other newer ones
that may come out soon.

i had a AMD X6 Phenom before w/ Radeon HD 9870

it was alright but i need it to run even smoother especially the video editing long load times and frequent not responding etc...

The Most im wanting to spend is around
$200.00 for GPU
$200.00 for CPU

To be fair I'd expect that AMD X6 Phenom to be good enough for video editing even today. Not sure about the 6870 however.

Anyways, this would be something to consider for video editing. Unless you're editing all-out in 4K the following should specs should do it:
