Computer won't boot, yet the fans still spin for a couple seconds

Hello, my friend recently bought a new GPU (Radeon r9 380 2GB) and he installed it in his computer and afterwards when he starts his computer the psu fan and hsf spin for a couple seconds and then turn off. There are no beeps, so I cannot get any beep codes.
I was wondering if anyone had any ideas one what could be wrong, and any possible fixes would be much appreciated.

He has tried the following so far:
-Got a new CMOS cr2032 battery;
-Changed out PSU's and tested it again (he also did the paper-clip test too) and there was no problems with the PSU
- Checked the mobo with a magnifying glass to look for any broken capacitors, although we couldn't find anything broken.
- He also put his old GPU back in his rig but it still won't turn on properly.
- He tried putting his RAM in 1 stick at a time. Doing a boot after each to check.
- He's also readjusted all wiring multiple times so none of the wires are loose and are all connected properly.
-Put a screwdriver to the 2 pins of the power-on button on Mobo to check if it was wired up correctly.
-Made sure the HSF was connected properly
-Made sure the Mobo was seated properly and no standoffs were causing it to short.

Unfortunately he doesn't have an extra CPU or MOBO laying around to switch out to check if those are the problems.

His computers specs are as follows:
GPU: AMD Radeon R9 380
PSU: CX600M Corsair
CPU: Intel i5-650 (Dual Core, 3.2GHz)
MOBO: H57H-AM2 ; Acer
HDD: 1TB 7200RPM
OS: WIndows 10
