I've recently bought grand theft auto v, and when i started playing it, i was disappointed to see that it only runs at around 30-40 fps, and it sometimes even dips down to 12 fps (my settings are only high and my resolution is only at 1366x768) My system specs are as follows: GPU: Zotac gtx 970 CPU: AMD a8 6600k 3.9ghz 4gb ram my temps are also okay (i think) running at 40-60 degrees celsius while playing. Does anyone have an idea why

Solution

Your 970 is getting bottlenecked by the cpu-ram combo.
the problem is with your cpu ...

also, is ram that much of a factor? :( i've researched about it, and some people say that it only affects the performance of games slightly

Your graphics card is getting bottlenecked quite heavily .
I had a cpu of the same caliber (750k) and i could not run battlefield 3 smoothly no matter what settings i used (with a radeon 7950), buying a new pc less than a year from the moment i got the previous one.
currently , my i5 with 7950 has no issues running most games at maxed settings with fps over 60.
If you can , save up for a newer more capable cpu.
If not, just upgrade your ram it might help too.

i noticed something sir, when i checked my msi afterburner, it says that the gpu usage was only at around 30% at the time i was playing, is this a factor? and how do i fix this?

Your 970 is getting bottlenecked by the cpu-ram combo.
the problem is with your cpu , its limiting the graphics card, you could try overclocking the cpu but i doubt you will gain much from it.
Your best bet is to upgrade the entire platform , get a new cpu + mobo combo (even used i5 from the last 3 years will ensure smooth frame rate) and also increase your ram (8gb is enough).

the game is very well optimized so even if you sell your graphics card and get a used 7970 + used i5 3470 or so , you will get constant 60fps with maxed settings (at your current resolution)
