No RAM! 2.10GB Usable of 16GB. Hardware reserved

I just built my first complete computer on my own and have been dealing with minor issues here and there. My current problem is that I have 16GB ram installed it only shows 2.10GB usable. It was a fresh install of Win10 but didnt realize it said only 2.10GB usable until I went to activate it, after installing all software of course :-/ According to resource monitor, it shows 14235MB reserved by hardware but I can't figure it out. Also checked MSCONFIG boot advanced options that maximum memory and number of processors aren't checked. Seems to be a BIOS thing because I removed one stick and it now shows 2.10GB usable of 8GB, but I don't understand this BIOS very well and am not seeing anything that would limit it.

Please Help!

Windows 10 Pro
Gigabyte GA-Z170N-Gaming 5 mobo
Patriot Viper 4 Series DDR4 16GB (2 x 8GB) 2666MHz (sku PV416G266C5K)
Intel Core i5 - 6600
MSI R9 390
Samsung 950 Pro 512 GB
4TB 7200rmp 3.5" Seagate HDD
500 GB 2.5" Samsung HDD
650GB EVGA PSU

Things to try:

- Enable memory remap on BIOS.
- Check if the memory is reserved for the iGPU on the BIOS.
- Do a memtest.
- Check if CPU cooler is too tight and is pushing some CPU corner (that would make bad contact on the pins and this can cause problems)
- Update the BIOS.

Also, your W10 is 64 bit, right?
