Will adding fans to CPU cooler boost performance, temps, and overclocks?

Sorry for the all caps title, I just needed your attention. I recently saw a video on oc3d tv's channel where they added like forty fans or something crazy to a CPU air cooler and from what I saw, the temps were very good. I know this would fit my case and motherboard so that's no a problem and I really don't care about noise. Is this a viable solution? Would it work, and if so, how would I make it work?

2 fans on a Hyper 212 PLUS:

No real difference.
More fans would be even less difference.

People make all sorts of silly videos. A few of them are even real. What you saw isn't one of them.
