PC Shuts down and gives error when plugging in a USB device

Spec's
Mobo:Msi a78m-e35
CPU:amd a8 6600k stock speed
Gpu:integrated hd 8570d( originally a msi r9 270 but was not in the system at the time)
Ram 8gb crucial 1600mhz
Dead PSU: Vantec ion2+ 600w
Second psu: Cooler power gx550w(yes I know its a crap cheapo PSU but I couldn't afford a better PSU)

Today my system randomly just down for a unkown reason,I turned my system back on and the PSU smoked and made a loud popping noise I turned off and dissconected the PSU immediately worried that my system died, I replaced it with a new psu, the system booted but I went to plug in my keyboard and mouse, and bam my pc shut down immediately, it turned back on but it was stuck on a black screen and in the bottom right corner 99 appears in white text
I am afraid that my motherboard was been permeantly damaged and unuseable if it is plz let me know
I will upload pictures later as I can't upload them right now

I did some research and found out that my motherboard has usb safeguard I think this is related to the problem as in the description for this feature it says
USB Safeguard can prevent motherboards and USB devices from being damaged by short-circuit and ESD (Electro-Static Discharge) with Anti-ESD chips built-into the motherboards. Additionally, the safeguard can protect against such dangers multiple times, and greatly improves product lifespan. I believe that this is a possible cause
