My PC doesn't boot up after my new GPU (R7 370) is installed

I ran into a similar problem some time ago, I started switching pretty much every part except cpu and motherboard (and ram, because I don't have spare ones). I solved it when I resitted my RAM, I just removed the stick, turned it on, heard the normal 4 beeps that there is no RAM, reinstalled the RAM, turned it on and it solved itself somehow. Worth a shot if you didn't solve it yet

I'm guessing that is to me about your power supply model, can't find anything in English on that model, first guess that it's a low quality power supply and that is where the issue is. Try a better PSU. http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html

These must be its specs. I am not sure it is the PSU. I tried to install the card in a friends PC with a 750 corsair PSU and there still was no signal although he has an NVIDIA card and drivers ( I dont know if that has anything to do with it). I also didnt understand if the PC booted up since it doesnt make any noises on start up in general.

If the card did not work in a known good system, that points to a bad card, unless you did not connect power to it. Contact where you got the card from or the card vendor to get it checked by their support and get replaced if needed.
