GPU,League of Legends or Monitor Issue?

So recently I built a pc with a Sapphire R9 390 GPU,and when I tried playing League of legends,and move around my character/screen would like stutter though the lower fps it gets the more stable it is like,when I tried capping it at 144 ,I believe the issue went away. My question is could this be a monitor issue,game itself or GPU came defective? I'm still within RMA timeframe,so I could RMA,and see if the issue persist.

My temperature seems to be fine I believe.

My Monitor is an asus,1080p with 60-75mhz.

Yeah your gpu is doing great! Nothing to worry about.

It's just the fact that your monitor's refresh rate is lower then the fps your GPU is pushing out, that you'll experience this.
The best thing you can do here is just cap the frames like you were doing, and you'll be fine. The 400 fps won't give you anything extra anyways, because you can't see it.
This way, with capping your fps, you'll even lower the energy consumption of your pc and thus save money on your electricity bill!

Is the thing you're seeing "tearing" perhaps? (http://i.imgur.com/mpVWR.png)
This happens when you have a higher framerate then your monitor can display, you could try turning v-sync on or capping your frames to something within your monitor's refresh rate.

But I believe it isn't,the problem persist when I move my character around,and for every step the character/game stutters during 400+ FPS.

Yeah,when I tried capping my FPS to 144 seems to no longer stutter,or even when it lowers to 300 sometimes is fine. Does that mean my GPU is in good condition,and is related to my monitor having 60-75hz??
