Radeon graphics drivers(?) not loading on first startup

So I built my first computer and everything is running smooth but I'm having a slight problem with my graphics card. When my pc cold-reboots most of the graphics intensive features are disabled. The Windows aero theme stuff is turned off and if I launch almost any game the graphics are all messed up. The thing is if I then restart it everything looks fine. I thought this might be a driver issue but I've removed and reinstalled my drivers multiple times and the issue persists.
My graphics card is a Radeon 290x with an AMD FX-6300 processor and ASRock motherboard. Any insight would be much appreciated

You probably did not read these forums before buying the power supply, although that is not totally clear as the issue. CX models are not very good for a gaming system, they are lower quality, and pretty much every single post that has graphics card issues has Corsair CX or VS model PSUs in the build. There are good Corsair PSUs but CX is very average at best.

To rule out where the issue is, test the video card in a known working system with a similar card. If you can't, try your system with a better quality power supply. Really the only way to test things.

You can also try a clean Windows setup with a fresh driver setup.

It's a Corsair CX-600M 600W power supply. I've updated my BIOS to the latest available to no effect
