Please help!! Motherboard replacement problems!!!

I have a biostar gf7100p-m7s motherboard LGA 775, I put my core 2 quad q9300 in there and everything, I boot it up and first of all, when I plug in a USB device it doesn't show up in the BIOS. Second of all, whenever I put a CD in the drive, it says Boot CD: and doesn't give me an option to boot from it or not, I've spammed Y and Enter and it didn't work. So what I did was put windows 10 setup files boot mgr and everything on an empty hard drive and tried to boot from it. It goes to the windows logo and the little loading spinning thing comes up and spins for about 20 seconds, then it blue screens and turns off. I have 3 GB DDR2 ram in it which is recognized, properly placed the heatsink and put thermal paste on it, plugged everything in correctly on the motherboard. There's literally no explanation as to why it won't work. I'm able to get into the bios and everything so I honestly have no idea what to do. The hard drive is a laptop hard drive, but I don't think that should matter because I used the same hard drive as a storage device inside of the PC I put back together and am using right now. Please help I really need to use this motherboard, the one I'm using right now can't take custom cases and the best graphics card it can have is a DDR3 1 GB low profile card. :/
