Im looking to spend around $200 on my next gpu, my specs currently are:
Intel core i3-6100
Asus Z170-A chipset motherboard
EVGA Gtx 650
corsair cx500 powersupply
Seems like the 2 best cards would either be a r9 280 or gtx 960, what do you guys think, anything else i should look at?

Solution
You don't need to upgrade the PSU if you don't want to. The GTX 960 only draw in 50 more W (about 4.5 amps) than the 650. But if you would want to upgrade, I'd recommend getting an R9 380 with this PSU:

PCPartPicker part list / Price breakdown by merchant

Power Supply: XFX 550W 80+ Bronze Certified ATX Power Supply ($55.99 @ SuperBiiz)
Total: $55.99
Prices include shipping, taxes, and discounts when available

But that brings your whole spending to about $250.

The Corsair CX 500 uses Chinese capacitors, so the less power strain on those the better. They are known for a high failure rate, so it's recommended not to run higher-power components on them. The R9 280 uses about 90W more.
