Go for a used 280/290/270 if you can. I got a 290x for $210 and it's the best card I've owned. Buying new, especially from NVIDIA is extremely costly, and not that the 750ti is bad, but it's entry level. If your looking to record the 290's your friend. That thing pulls wicked FPS at the cost of noise and your room turning into an oven. Nah, it's not that bad, but for $120 you can get a nice 270x or 360. If you want the best performance on lower settings like you said a 270x is great. It's not a 980, but it pulls really nice frames in top tier games if your willing to crank some things down. If you want to buy new go for a r7 360 or even a r7 370 if you can do that. 370 gets my recommendation for new but it's closer to $200. 260x/360x are great too.
