GPU Fans not working on initial start up

Hey,
I have a GEFORCE GTX 970 4BG, now I'm not the most "tech savvy" person out there but should the fans be on from initial start up? It's not that they spin then stop, they just don't spin at all, There is a light which indicates that there is power flowing through it.

[ The Card Is Brand new and has been untouched ]

There are GPU's with a "total silent" mode. This mode allows the fans to stay off as long as the graphics card isn't heating up a lot. You could try running something that will surely heat it up, and if they don't start spinning then, you'll have to RMA your card.
