Pc wont start right away, is it a problem with Motherboard or power supply??

specs:

cpu: i5 4690k
gpu: r7 260x
mobo: ASRock z97 Extreme4
PSU: Corsair cx430


OK, so i have a long and peculiar problem. 90% of the time my computer is fine. But, when the power goes out, or when I either switch off the psu from the back of my computer or unplug it all together, my system wont start up for 2-3 hours. after that, it starts like anything is fine. I bought my mobo from a micro center, and it was open box, so i initially thought that was surely the problem. But, after doing a little research, I learned that corsair's cx 430 isn't the most stable/reliable power supply. any idea what this would be? also, during the 2-3 hours the system will not turn on, the phone charger i have in the back of my mobo will charge my phone. wtf? Just to be clear, when i turn off my system regularly, through windows, everything is fine. this only happens when the power goes out and the system gets unplugged.

any help would be greatly appreciated. Im just looking for ideas. has anyone seen this before? this has been happening for about 6 months (since I built it) and its pretty aggravating.

On a separate note, would a r9 390 be a good upgrade for me, if I upgrade my psu to a 650w gold?

Oops, forgot to mention that if I get a 390 I am definitely upgrading my PSU, probably to an EVGA GQ 650

Do you happen to have a spare powersupply on hand? I would recommend trying to boot your computer with the basics (cpu mobo, psu, ram). you happen to have chosen either a bad motherboard or powersupply. The ASrock z97 Extreme4 has quite an extensive list of problems from what i see on the internet.

As for your r9 390, i would suggest getting a gtx 970 if you can but a videocard upgrade will help you get an improvement in the fps department.

UPDATE: Someone on reddit told me to switch out the C-MOS battery, and it worked! apparently the system couldn't tell when it had shut down. Either way, thank you youumadbro for your help.

And I think I am going to stick to the r9 390 because I have a 4k monitor that I need that 8 GB VRam for. Also, many reviews have said the 390 beats the 970 even at 1080p. Plus, its much more future proof imo.

Well the ASRock mobo aren`t the worst motherboard, they`re just not engineered to be the best, as for the r9 390, you cant really future proof it because its just a rebrand of the r9 290. But the r9 series are extremely good at 4k gaming.i would suggest overclocking both your gpu and your cpu for a little extra oomph.
