Is SSD capacity effectively four times HDD capacity by way of 4:1 compression?

I was told by a supplier of the ASUS UX303U laptop that its 256gb (RAID 0) SSD was was effectively 1TB in capacity when compared to a conventional 1TB HDD. He said the 256gb SSD would hold the same amount of data as a 1TB HDD? This is due to SSD's 4:1 data compression, he said.

Is this true? Is 4:1 compression standard for SSDs? Can it be turned on and off? Isn't there a performance/ speed debit or is it negligible for an SSD?

Can't an HDD be run with data compression too? Or would this involve a great speed debit making it impractical? I see that Windows xp offers data compression on the HDD as an on / off option but does not say how much.
