Windows running slow with low Ram/CPU usage

I recently changed my operating system from windows 7 ultimate to windows 7 home premium (long story.) When my pc was using ultimate, it was running lightning speed and could boot programs sanic sped. Now, since I've put home premium on it, it's being sluggish, will sometimes freeze, and takes a while to boot up. All of this is happening even though my cpu and ram usage is really low!!

can you guys help?

Pc specs:
GTX 260
i7 quad core 2.6GHz cpu
4GBs ddr3 ram
western digital caviar blue 1tb hard drive. (I just bought this hard drive less than a month ago, so I doubt it's bad.)

Could be damaged system files causing the slow down. You can download Windows Repair Tool from here: http://www.bleepingcomputer.com/download/windows-repair-all-in-one/

Once you have downloaded, install the tool and follow each step until you get to repair and then run all the repairs as well. This normally fixes a number of issues that can be slowing down Windows.

My guess is that the hard drive is fragmented and you should defrag it. Another possibility is that the downgrade left a ton of junk files. Try downloading CCleaner to get rid of these files. Also clean your registry with CCleaner.

I defragmented my disk and updated my drivers and it seems to be running okay again. it isnt running quite as fast, but still reasonably so. Thank you!
