New gpu can't enter bios then pc boots and uses vga adapter

I just bought a Gigabyte GTX 750 ti and hooked it up properly but now the bios menu won't load when I press del. Windows takes forever to start up and the pc gives a few beeps. When windows does load up, it uses my standard vga adapter and doesn't pick up the card although the fans are spinning. I installed the drivers but I get the same issues. Could it be because my Psu is 370w with 22a on the 12v rail (required is 400w with 24a on 12v rail)? Please help I need to know urgently.
