Im wondering if my GPU and CPU temps are too high.

I recently bought some pc parts for a custom build and I've put it all together and played some games on it.
I've noticed that my CPU temp will go up to 70°c and sometimes over 80°c. And mid 20's to mid 30's while idle.
My GPU will go up to about 70°c as well but I've yet to see it hit 80°c. Low 40s's to mid 40's while idle.
My CPU is a i7 4790k at stock speed. http://uk.pcpartpicker.com/part/intel-cpu-bx80646i74790k
My CPU cooler is Phanteks PH-TC12DX_BL https://uk.pcpartpicker.com/part/phanteks-cpu-cooler-phtc12dxbl
My GPU is EVGA GeForce GTX 970 4GB Superclocked ACX 2.0. http://uk.pcpartpicker.com/part/evga-video-card-04gp42974kr

Can someone tell me if these temperatures are to high or if they are fine. And if they are too high what i can do about it.

Normal operating temps are around 70 degrees. But your cpu's temps are a bit high, because you're using your stock cooler. Try installing some fans into your case/ reapply thermal paste, get better cooling etc.

Yes i know you're using Phanteks's cooler. Maybe your thermal paste is too thick/ cooler fans arent working properly?

I dont think that the thermal paste is too thick because it put some right in the middle of the cpu that was slightly bigger than a pea (which i have been told is the correct amount) The fans should be working properly since if i load the bios it shows them as running and i opened the case just in case and they were running.

Maybe you dont have good airflow in the case, otherwise set your fans to work on max RMP and try out what happes. It could be the thermal paste itself, questioning the brand/quality of the paste.

So should I buy a good thermal compound for my cpu and buy some more case fans (my case can support 7). If so any recommendations?
Putting all my fans on the max rpm lowered the temperature by a few °C

You should definetly try out new paste. Buy or replace your current fans, you should buy bigger ( around 140mm for lower noise) by any manufacturer. NZXT has great and quite silent fans https://www.nzxt.com/products/fx-v2 .

I think i defo need a new cpu cooler i just hit 97°C and i quit the game and my idle tems were 40-60 for a while
Recommendations?
i was thinking of getting Noctua's NH-D15 because ive heard its really good im also thinking of getting some artic silver 5 for my thermal paste. Is this good or bad?

I'd reccomend Noctua or BeQuiet, if you want any cheaper, go with CoolerMaster. By the reviews, good.

would corsair all in one liquid cooling be a good solution because i may be able to get one along with some arctic silver 5 or should I stick with the noctua and arctic silver 5 and maybe some case fans.

Depending on what you'd like. The performance is almost the same, maybe a bit lower CPU temps with watercooling, but it's much louder and takes a bit more space in your computer's case and you risk leakage.
