new system botos and shuts down, normal start on next boot

i bought a new system
i5 6600K
gigabyte z170-d3h
16 gb ram
samsung 850 256 gb
sapphire 380 2G
win 10 64bit
when i shut down the system and then press the power button the system boots, shows the windows loading screen and shuts down immediately.
the next time i press the power button to start the system it boots perfectly whiteout any problems

i have tried to switch fast boot on and off and the result is the same
it does not appear when restarting but only when turning the power on
any ideas?

i bought it brand new and assembled
the only part i put in was the gpu that i already had
this behavior is from day 1, i thought it was a glitch at first but then it happened again

the psu is seasonic p660 platinum

Any warranty on it? If it's done this right out of the box, I would take it back where you got it from. That should be something they should cover.

Depending on a warranty or not, you going in there and messing with things might void that.
