I have a problem when I go to UEFI, to change to advanced mode and see how OC the processor, freezes and unresponsive. Only the mouse cursor works. What can be? In addition I have the bios L2.23 and want to use the Sky OC (before with the previous BIOS also is paralyzed)

My system:
Intel i5 6600 3,30 GHz Skylake (3,90Ghz with turbo boost)
NVIDIA GTX 960 OC 4GB WF
Kingston HyperX KHX2666C15D4 / 8Gx2= 16GB DDR4 ram Total
Windows 10 pro
KINGSTON SV300S37A120G (120 GB, SATA-III)
WDC WD5000AAKX-001CA0 (500 GB, 7200 RPM, SATA-III)

I have the a similar problem. I also have the z170 ASrock Fatal1ty Gaming k4 with the i5 6400 and have updated the bios to L2.23. However, I get no display when I attempt to enter the bios. When I remove my graphics card and switch the HDMI cable to the motherboard using integrated graphics, I can access the BIOS perfectly fine. However, this is of no use to me because SKY OC disables integrated graphics once you try to overclock the CPU.

We have the latest BIOS P2.50, so we would suggest to update the latest one to try again.

If the symptom still exists, please refer to the following suggestions to try.
1. Please load BIOS default for try.
2. Please only install necessary device(CPU,one stick memory) for verify.
3. Please change the memory slot by turns to try.
4. Please re-install the CPU for testing.

Can you still over clock a non-k skylake cpu with bios 2.50 or is that only with 2.23?

Also I've been doing a bit of research and this seems to be mostly a problem when using a TV as a monitor instead of a dedicated computer monitor. I'll let you guys know if I experience a difference once I get a monitor in the next couple days.

For ASrock tech support, and all those who have this issue, here's what I found:

I'm not sure if I'm explaining this right, but I'll try my best. I think this has to do with the native resolution of the monitor not being able to support the resolution of the BIOS. I was initially using a 32" HDTV which had a display resolution of 1366x768. Apparently, the TV cannot correctly display the BIOS at its native resolution, so it gives me a weird black screen with only my cursor moving. The instant I connected it to a different monitor that could support the BIOS resolution, I was able to get a display when entering the BIOS. If you have the money, buy yourself a new display that supports the BIOS. If you're just using it for overclocking your CPU for a bit, changing boot order, or overclocking ram, head over to a friends house who has a monitor and do it there. It's just the BIOS that has issues scaling.
