i5-2500K @ 3.6GHz bottlenecking GTX 780?!

For some reason, GPU-Z is reporting <60% load while framerate drops and CPU utilization maintains >70% utilization in games such as fallout 4 and dota 2. In a simpler game (minecraft) the GPU load maintains a steady 40% load at 60 fps, but after a few minutes load drops to 0, and framerate falters to less than a single frame per second. All the while CPU utilization remains high. This comes as a surprise t me, as I seem to be the only one experiencing bottleneck issues with this processor. Is there anything I may have missed?

No, the i5-2500K OC'ed (or stock) will not bottleneck that card. Mine was happy keeping up with my R9-290X OC with no bottleneck. I suspect something else is wrong. And don't go by Minecraft. Just google "minecraft cpu usage issues" and you'll see what I mean.
