I am currently in a situation where our house's heater is broke and it is supposed to go to 6 degrees f tonight and we are just getting heat off a electric heaters. My brother is looking at his idle cpu temperatures (amd 4300 fx) and he is sitting at 1-4 degrees c with just chrome and speccy open. WE are considering moving it to the dining room (where it is a bit warmer) and keeping it off, but we are concerned about condensation happening in his computer. Will the condensation effect the parts if he doesnt use the computer until the room it is in goes back to room temperature?

Well you either live in a freezer or your brother's CPU temps aren't reading correctly. A CPU cannot run colder than the room it's in, since even with a water cooler, the radiator is cooled by ambient air. If you're concerned with the temperature going too low for your computer, don't, the colder the better for a computer. Of course, if you don't want its internal temperature to drop too much, you should actually keep it opened, so it will run normally. Furthermore, with the airflow, you shouldn't see any abnormal condensation in the computer.

Computers are well designed to run in a multitude of different environments, including one like yours.
