i need to get a video card for my desktop computer but dont want to spend a lot of money. my computer is currently:
intel core i5-3470 @ 3.2ghz
8 GB Ram

and i was looking at getting GTX 750 TI (the exact one was - GeForce GTX 750 Ti 2GB PCI-E w/ G-SYNC, DVI, HDMI, DisplayPort)

will that work with what i already have to run witcher 3? if so on medium or high?

in canada and yes 1080p. budget is hopefully under 250. found a gtx 750ti for around $130 seemed fairly cheap compared to others i found

Okay so you have less than $250CAN to play with. That's not much room to play W3, even at 1080p, without having to reduce quality settings or resolution. This graph will give you an idea at 1080p with all options on ultra and enabled except Hairworks:

https://tpucdn.com/reviews/MSI/GTX_950_Gaming/images/witcher3_1920_1080.gif

Note the 950 is getting an average of 30FPS, well above the 750Ti at 19FPS. That means minimum frames are dipping down into the low 20s if not upper teens even on that 950...stutter city. Unplayable settings on the 750Ti even out of the gate. Quality and some options would definitely need to be dialed back on the GTX 950, and the 750Ti would need to be run at 720p resolution with dialed back settings.

My recommendation is a *minimum* of a GTX 950. NewEgg Canada has two MSI's available, one in red that is slightly higher overclocked ( http://www.newegg.ca/Product/Product.aspx?Item=N82E16814127904 ) than one in black ( http://www.newegg.ca/Product/Product.aspx?Item=N82E16814125809 ).

Both these cards fall between $220-$230CAN price. I would not recommend the 750Ti as it is an outdated card with little future left in new games. You will not be happy with it very fast.

I will also add that the GTX 950 has decent overclocking headroom as well, and here's an example of an ASUS Strix variant that was overclocked:

My 750ti runs W3 pretty decently. But a 950 or 960 would be better.
Witcher 3: Settings: Mix of Ultra and high, see pic Avg: 40-45

That's actually much better than I've seen on a 750Ti at 1080p even with a lot of options turned off/down. Have you done any performance tinkering outside of turning down in-game settings, specifically in modifying game files like the .ini? Also is your card overclocked? Your newer i7 4790K at 4GHz though vs. his older Ivy Bridge i5 3470 at 3.2GHz though will be worth a few FPS boost with the same card.

Of course the benchmarks I posted are from last year and before the latest W3 drivers were available. I did not notice any increase in FPS though with them on my rig.

The 750ti system actually has a i3-4130 in it: http://pcpartpicker.com/b/wxccCJ

It's just the one I built to prove how good a low budget $500-550 system could be. And I brought it to work so I can play games during my downtime.

The i7 Rig is just my main system I use at home.

Can i Run witcher 3 at low settings ?

System Spec
Operating System - Windows 10 64 Bit
Processor - I7 @2.2Ghz
Ram - 8 GB DDR3
Graphic Card - 2GB AMD Radeon 7500/7600M

You would need to run it at 800x600 resolution setting with details on lowest quality settings to even try it (maybe even as low as 640x480). Below is a link to a test on that GPU in GTAV, which is much easier on graphics card power than W3 is. Note in the comments that they had a hard time even running that game on a 7600M at 800x600, only getting 20-30fps.

Now here are links to W3 and GTAV benchmarks on many different graphics cards. Note that W3 runs about 40% slower on average than GTAV on the same GPU, so that gives you an idea on what to expect in relative performance across different GPUs, high to low end.

^^So just based on extrapolating from all that info, you would be lucky to run at 15-20fps at 800x600. It would be a real stuttering slide show. W3 is one of the most demanding games on video cards out there. Also your 2.2GHz CPU speed is not going to help matters, because at lower resolution settings a faster CPU can help make up some of the performance on lacking GPU power.
