For now if you are on a budget don't touch CPU or motherboard, just the gtx 970 has a high power requirement under full load, the PSU won't handle it. Also your psu has one 6pin, the gtx 970 needs 2x6pin, meaning even if you wanted to, you can't connect it. Also for a budget monitor, your pick is great.
1) Your power supply is nowhere near enough to handle a GTX 970.
2) That i3 will hold a gtx 970 back. you will be spending more and getting less performance than you should. Might as well just get a downgraded card like a GTX 960 if you are going to stick with this machine. Still recommend upgrading that power supply though.
3) That build is very low budget. If you are looking for a machine to hold up to today's standards, you are best off buying a totally new machine. The only parts i'd suggest keeping are the hard drive, case, and cd/dvd drive. Even your ram is not optimal since you are running different speeds and separately purchased sticks.

one of the best solid state drives for the money/performance are the samsung 850 evo drives. if you are looking for something a little more affordable the crucial bx200 drives are a good budget option.

keyboard and mouse come down to preference. one of the best mice on the market imo is the logitech g502. any good mechanical keyboard will do. razer blackwidow or corsair k70 are good ones.

you should try to stick with an IPS monitor over a TN or VA. you are looking at that benq which is a VA monitor. VA is more susceptible to ghosting and high response times.

I've calculated power supply by replacing gtx 750 ti with gtx 970 at load its reaching 350W by considering 80% efficiency it shouldn't have any problem.
And RAM sorry both are 1600MHZ by mistakenly i added 1866MHZ so no problem there.
So as you suggested my I3 may bottleneck gtx 970(Same doubt) but i have seen some videos comparing i3 vs i5 with gtx 970 its just 3-4 fps drop, for that i cant effort i5 and 970.A year later i will upgrade to i7

 
Not how it works, you will need a bigger psu to handle the gtx 970 at full load, else you risk damaging it. The i3 will be able to run the GTX 970, when it comes to gaming mainly you won't need to change that. But PSU you must, also that is a good monitor since you can't afford 144hz, I would call it a pretty good choice.

That's Satisfying answer instead of changing complete build why i need i5 6500 who is on budget he can suggest i5 4690 instead.can you suggest good budget monitor. Gtx 970 and 750 ti is100w difference at load.Are you sure i need to change my psu .

Solution
a gtx 970 by its self has the potential to hit 300w at load. this doesnt include the power from the rest of your system. by standards of quality the cx series is rock bottom. why run a $300 card on a cheap $35 power supply?

ram is fine. if it works then no problem.

i3 will hold you back a fair amount. when you look at the 3-4fps you are probably looking at your average fps. the minimum fps is the big downside of an i3. on high settings, you will be much more likely to dip closer to a 10+ fps loss. on the drops, you game will most definitely seem slow or jumpy. 60fps is the sweet spot for gaming. your looking at possibly closer to 30fps on now and future 2016 titles if your looking for the graphical settings the gtx 970 is capable of (with a better cpu).

You can stick with your ram and mobo, avoiding an operating system. but for $240 more you'll be up to the newest skylake system and you will have a board that has a lot more to offer than your current one. overall you may see around a 10% improvement with skylake over haswell.

i did recommend a budget monitor in my first build, and the same in this one.

can you give any other alternates for keyboard and mouse.Time being i will go with i3 gtx 970 and psu what you gave. i will upgrade cpu in 6 months.Razer is too costly in my country.Mouse Logitech g402 and any good keyboard in budget .?

Hey i just checked my PSU its not Cx 430w its corsair vs450 which has two pci-e connector with 34A on 12V.Is it ok now or still upgrade?
