New GPU runs 30 and less fps even in lowest settings

So i've recently bought a new GPU the R9 390 to be more specific and when i installed it along with the new drivers i was getting really bad fps even in the lowest graphic settings the fps wouldnt increase. I used the DDU and i realised i didnt uninstall the older nvidia drivers from my older card so i did remove them then i uninstalled again all the amd drivers and tryed to install them from the start nothing changed still every game plays bad chaning settings wont help and the only games that my card is running is Skyrimg with 50-65 fps which should run even better.One last thing to mention is that every time i boot my PC the mobo log shows off wrong with yellow blue digit colours i dont know why but the pc boots normally. Tried to reset the CMOS nothing again the same thing. I am desperate what should i do? I ve been searching for tips 2 days straight and i cant figure out whats wrong did my motherboard died? These are my hardware please help me:
Motherboard : GA 990 XA ud3
CPU : AMD FX 8150 (Non OC)
GPU: MSI R9 390
PSU: Cooler Master Thunder 700W
Ram: 2x4GB G.Skill Ares 1866
x4 Case fans & x2 CPU fans using the Hyper 212 Evo
HDD: Western Digital sata 3 500 GB

your boot screen is off color?

can you hook up to onboard video? that would be hooking the monitor right to the motherboard. just to see if the boot logo is still off.

you can try moving the card to a different pci-e slot, as the slot could be stress damaged over time from the old card. hell, i would even check to be sure that its seated properly. maybe pull it out and put it back in to be sure you've got it in there good.

does the old card still work the way it's supposed to? no mess up in color for the boot screen, and the fps are back where they were?

really this sounds like theres something going on with the card. i dont want to say the card is bad yet, theres a lot that could affect it. i would first suggest the drivers, but you seem to have gotten them sorted out. does the card perform properly in a different system(if you can check that)?

what kinds of temps is it running during gaming?

unfortunately my mobo doesnt have an hdmi or some short of connection to hook up my monitor direct with the motherboard and i cannot try that also my older card has been sold to a guy so i can buy that but one thing that ive noticed im not sure if its worth mentioning is that it performs exactly the same with my older card GTX 560 what i mean is that ive just downloaded the exact games i was playing before with my GTX 560 and it gets the same fps with the 560 even if i tweak the settings to the lowest or the highest it wont change a bit some games like world of tanks have a button that sees your GPU and put your the recommended graphics and it says medium to low like on my old GPU i will try to remove the R9 from the PCIE x16 and move it to the other PCIE x8 to see if there is any difference im really worried...

Hm. Sounds like you may be limited by another piece of hardware, like the cpu. If the cpu can't keep up, a gpu can only ever do so much no matter how powerful it is. The basic concept of bottlenecking. I'll admit I'm not terribly familiar with amd cpus, have you checked it against the requirements for the games?

well with a 390 you should be doing better... i looked up how it performs on world of tanks and was seeing it running 70-80 fps at 1080 with max settings. what resolution do you run at? do the games you can autodetect on say what card they're seeing? something seems very wrong here.

i know this sounds like a lot, but i would try completely uninstalling the preexisting drivers, and reinstalling whatever crimson installs from scratch. it sounds like you tried this, but it's possible it might help....

have you watched what kind of temps your cpu and gpu are running at while in game?
