Overclocked FX 8320 to 4.5GHz, but it won't go above 1.4GHz

Hello to my intellectual friends, I have another issue for you to solve! So I overclocked my 8320 to 4.5 GHz, and cpuid is reporting that it never goes above 1.4 ghz. Games are laggy. The only thing promising are the temps, and on average, its usually below 10C. I'm running the overclock on the MSI 970 mobo (I know, bad decision to go with MSI). I changed the voltage to about 1.43V. Here's a screenshot:

Idle isn't important and you can't accurately check temperatures. What are the thermal margins at idle and at full load when the CPU runs at 4.5 GHz? Use AMD Overdrive to check them. Which MSI 970? The 970 Gaming is fine with that CPU, but since you use the h100i GTX, you may need to install a fan to cool the VRM to prevent it from throttling the CPU (1.4 GHz).

OK so I used 3dmark as a stress test. Temperatures wouldn't go above 40c. (I replaced the stock fans with Noctua industrial ppc fans). Ideally, I don't want My cpu going above 40c so that's great. Idle is 25C, and when I use standard programs like chrome, it reaches to 30C. Keep in mind that my coolers are set up as an exhaust instead of intake. The mobo is a MSI 970 gaming. What's a VRM? Never heard of it. Is it like a heatsink? Airflow is great in the pc, total of 5 Noctua industrial fans.

You don't know how hot your CPU is; only the thermal margins can be measured accurately with AOD and you haven't done that.

I'm not trying to say you don't have good cooling - you obviously do but you're trying to deny the laws of science here.
Amd fx temps cannot be measured accurately at idle speeds - its a fact - there is no on chip sensor.
Corsair link will estimate core temps , core temp maximum is 62c not the usually used 72c of socket temp so it makes the result look better than it is.it will also be wrong , there's current running through the chip & it will be 10c at least more than the cooling solution in your water block, that's just a fact mate. To run an electrical component at less than ambient temps would require sub-zero coolant (as in liquid nitrogen).
Amd socket temps are not accurate at anything less than 40c & even then only amd overdrive will measure them with close to 100% accuracy.
