4gb ram usuable of 8gb ram total, 4.1 gb hardware reserved

Hello, I need help with my memory.

I have 2 sticks of 4gb ram Kingston HyperX Fury DDR3 1600MHz. They're installed in DIMM slots 1 and 3. However windows 10 (64bit) tells me that I have 4gb ram reserved...

My specs are:
Windows 10 Home 64-bit
MSI 970 gaming motherboard, System Model: MS-7693
BIOS V22.4
Processor: AMD FX(tm)-8350 Eight-core processor (8 CPUs, ~4.0GHz)
Memory: 8192 RAM
Slots used: 2 of 4, Speed is 800 MHz; 4.1 GB hardware reserved
NVIDIA GeForce GTX 750 Ti (Approx. total memory 4015MB)

My BIOS picks up the 8gb ram in the boot screen. I don't know why windows only recognizes half the the ram and also why it's running at 800 MHz.

Max memory is unchecked.

Another thing to note is that I get a 99 and some other numbers and letters on the bottom right of my monitor when I boot the computer.

Hello Tradesman! I'm using:
Cooler Master Hyper 212 EVO - CPU Cooler with 120mm PWM Fan (RR-212E-20PK-R2)

I will try setting the DRAM voltage to 1.56 when I hear your reply.

I misread the 1.56 as 1.510, after I changed it, I got a critical error and had to restore to optimized defaults in the bios. Right now my ram sticks are in DIMM slots 3 and 4.

Also, I don't think it's the cooler's problem because there's enough space for the channels.

From my other post:

After replacing the rams into DIMMs 1,3 and 2,4 and 2,3 and 1,4 and 3,4. It seems like only one of the ram sticks are working. Does anyone know any solutions? or will I have to return/refund these.
The computer only boots when I have both of them installed.

Okay update, turns out that changing the DRAM voltage to 1.56 gives me a BSOD.

I don't know why. I'm a first time builder and this is really frustrating me. I'm about to just call for a refund and get a single stick of 8gb RAM instead ...
