Computer can't seem to locate anything properly

My power bar accidentally switched off and made my computer weird....when I first turned it back on my mouse and keyboard weren't working so I forced shut down. When I tried again, it turned on and started doing some disc check thing while it booted. When it finally loaded the first thing I noticed was that my desktop wallpaper was gone. Then I got a few errors like my sticky notes not being able to load.

When I tried clicking on my documents it wouldn't open, nothing happened. Opening programs like firefox give me errors that stuff is missing...when I look through my c drive though, everything is there. Also, opening files makes requires me to give permission as the admin.

The files on my desktop all have a little lock icon on the bottom left of them as well. Any idea what the problem could be? Thanks.

Update: I've tried a system restore and it didn't work. The search function in the start menu doesn't seem to work either.

Update 2: My computer seems to be having troubles accessing files I think? Like, the files and stuff are there on the hard drive, but shortcuts and programs can't access the stuff they're supposed to. I managed to launch Steam through the program files, but it's unable to launch any of the games. And through the Steam program files I can see the games are there, and I can launch the games.
 
Solution
I'd run command prompt and do check of the disk.

Type "chkdsk" in command prompt it will do a safe mode check to any windows files have been corrupted in the power loss.

Perhaps the computer cut off I the middle of installing updates. Try restoring to the last known good configuration to see if it doesn't help. This will not remove any documents, but will revert updates and drivers back.
