I Got a SSD for a Boot drive and when trying to install programs to another HDD I get an Error

Hi, i just got a new SSD and i'm using it for a boot-drive. when i try to install programs to it, it shows this Error:

Error opening file for writing:
H:\Program Files (x86)\Steam\public\steambootstrapper_english.txt
Click Retry to try again, or cancel to stop the installation

the H drive is the HDD that im trying to install the program to. This is happening to other programs as well, not just Steam.

How did you update to the SSD? Was it a clean install or cloning the OS from the HDD and then reformatting the HDD?
It's possible that if you had done a clean install with the HDD still connected to the motherboard, you're simply facing an OS confusion which would require you to reinstall everything and reformat once again.
One thing that might help is redirecting the default save location to the HDD, you can refer to these tutorials for assistance:
