Good day, first time user. Budget is at least $800. I started using pcpartpicker today and this build may be a good one.

Based on research, this build may be able to play Fallout 4 at minimum requirements. If possible, I'd like to futureproof the PC for games like the upcoming DOOM.

Another important objective for my build is handbrake usage. Based on other gaming computers I've allowed to use, 120fps or higher is preferable.

All in all, this is my first time doing this. If there's something wrong with the build, please point it out, please find anything better than can fit under the budget. Thanks very much.

what i see wrong with your build:

1) you don't need an after market cooler with that processor. you only really need an aftermarket one for overclocking processors with a k at the end, such as the i5-4690k. the only benefit a cooler will give you is a bit lower temps which you don't necessarily need and quieter operation.

2) the next model up from the h97 anniversary is the h97 pro4. its well worth the upgrade and not much more expensive. were talking like 10-20 bux.

3) the gtx 950 will not hold up too well with today's games at 1080p, especially anywhere near 120fps. you want at least a gtx 970 or 39 390.

4) the power supply you picked, to put it frank, is garbage. you need to pick a quality one. here is a guide: http://www.tomshardware.com/forum/id-2547993/psu-tier-list.html

5) why not get windows 10? 8.1 does not support direct x 12, which will be a big leap for games. there are not too many yet, but they will begin getting released sooner than later.

The GTX 950 is perfect for a $600 machine. If you try putting a GTX 970 in there, you'll be over budget. And the Pro4 won't improve performance at all, so he should keep the Anniversary IMO.

this will give you way more than the minimums for any game.
