Which of these two ram kits is better?

I'm currently debating between these two ram kits:

The first one is 1866mhz CL 9 timings: 9-10-9-28 and the second is 1600mhz CL7 timings: 7-8-8-24.

Even if the difference is small, which one of the two will give better performance/ is faster? I'll be using it with an asus z97 Pro Gamer motherboard and with an 17-4790k.

I do not plan to OC my CPU nor do I plan to OC my ram.

Thanks in advance if anyone could help me out!

Probably not ;) and both are good sets, the RJ Xs and their Sniper lines were my favorites for most all rigs till the Tri Xs were released (obviously now my favs for Intel), but the RJs and Snipers are still generally my preferred pick for AMD rigs

If I don't adjust anything, is the 1600/7 still better than the 1866/9, and how much better in-terms of performance and speed?

Is it safe to say that there is very little difference at those stock speeds? I won't notice a difference between them at those speeds right?
