Low Cinebench R15 Scores. Thermal Throttling?

In an effort to gauge my processor's performance I ran the Cinebench R15 multicore benchmark. I'm using the AMD A10 7870K . The scores that the 7870K should be getting is around 320. However, after multiple tests my lowest score was 195 and highest was 318. While running the benchmark I opened AMD Overdrive to measure CPU temperature and frequency. As the benchmark runs the temperature increases till it reaches 35 degrees Celsius (Thermal Margin). Once it reaches that temperature my clock speeds dial down by about 700Mhz and the scores are affected. If I leave my computer in sleep mode for a very long time then run the benchmark the scores are higher. Is this thermal throttling? If so why is it throttling at 65 degrees celsius I thought processors could handle more than that. Thanks.

35°C thermal margins are fine; however your motherboard's VRM may get too hot and cause the throttling. Under load the thermal margins should decrease; they shouldn't increase. If they increase, then the motherboard throttles the CPU and it gets cooler because it no longer working at its normal frequency.
