This one is a tough one, Multiple Issues with new build

So this is my first big build I've done. I have multiple issues with my new PC. They're all fairly small issues but I've been unable to find solutions to any of them after weeks of research. My PC specs are:

CPU: Intel I7 6700k Skylake
MB: Asus ROG Maximus VIII LGA 1151 Z170
Memory: G.Skill TridentZ Series (16GB) DDR4 3733 MHz
HD: Samsung Pro 950 512GB M.2
PSU: Corsair RM1000X 1000 watt Power Supply
GPU: EVGA NVIDIA GeForce GTX 980 Ti Hybrid
Case: Corsair 900D Tower

Installation:

Went suprisingly smooth, no serious problems. I had it at the office testing it out for about a week and running basic programs and downloading most things there because my office's internet is a little faster than my home internet. Everything seemed great.

Problem 1: Overclocking

I'm not an experienced over-clocker. I did quite a bit research before I even attempted at doing it. I got the ASUS ROG motherboard because of it's easy overclocking ability. First thing I noticed was that the memory was not running at the 3733 MHz speed that it advertised. I made sure that the RAM was compatible before I even purchased it. So in the BIOS I tried to overclock the memory from the base 2133 MHz speed to the 3733 MHz. Needless to say it didn't work. I even tried slower speeds but nothing. It wont boot if I try to speed them up at all. Because I'm not experienced at any of this I put it on the back burner. Next I tried to bump up the CPU. I see that almost everyone can move up the new I7's to at least 4.4GHz and even higher since my CPU is watercooled. So I did a little research and tried to move it up and still nothing. In the BIOS I attempted to change somethings and started low at 4.2GHz and booted it up. Everything seemed to be fine but using a few CPU monitoring programs everything read that my CPU was still running at 4.0 GHz. So off and on I've been trying to overclock my components and haven't been able to. I don't know if it's my motherboard that preventing it from happening. I see quite a few people having troubles overclocking things with this motherboard and have read through some things but I'm lost in the overclocking talk. To be honest I really don't have much of an idea of what I'm doing here. Putting the BIOS back into factory default mode and it runs just fine but whats the point of having all these great components if I cant get them to work to their highest potential?

Problem 2: Windows Basic and Aero Theme

After I brought it home and made sure nothing became unseated or messed up and plugged it all in and everything worked fine. After a few hours on it and just messing around on the internet it suddenly seemed to run extremely slow. Just highlighting something on the desktop seemed to take 2 seconds or so to register that I had clicked on. And shortly after that I would then I get a windows pop-up saying that I needed to change the color scheme to Windows Basic and to disable Windows Aero scheme. That seemed to fix it for a bit. But it'd revert back to being slow. Sometimes I'd just reboot because of the quick SSD boot times it didn't bother me. I read and read forums to try and fix the issue to no avail. My fix for this was upgrading to Windows 10 from Windows 7 Pro that I installed initially. Ever since I've not had the problem, but because I upgraded now I have 2 more issues to which I expected to have a few.

Problem 3: Graphics card issues

So after I upgraded to Windows 10 I have had a few issues with my graphics card being particularly buggy on certain games. Fallout 4, Rainbow Six: Seige, Chivalry, Assassin's Creed: Syndicate all seem to work perfectly fine. Only 2 games I've noticed it's buggy on: Smite and League of Legends. They're unplayable, on my second monitor I have a GPU monitoring program graph running while playing. During those two games it jumps up and down every 2 seconds or so. It will work perfectly great at a high GPU load like you want. Then it will shoot down to 0% load and stay for a second and spike back up. It just bounces back and forth between the two extremes until I exit out of the game. It's strange and I researched the crap out of this but haven't found anything useful. I've tried updating the graphics drivers and then also reverting back to an older version of the drivers as well. Nothing seems to fix them which really sucks because it's been a few weeks since I've been able to play LoL which has been rough. Any ideas on a fix for this?

Problem 4: Booting issues

So since I've upgraded to Windows 10 on booting my PC it hangs up on the ASUS loading screen into Windows 10. The little dots that rotate in a circle as it boots go in a sporadic speed and are glitchy looking. If I let it sit it will be stuck here endlessly. The only way around it is to press the power button and reboot. About 90% of the time after a reboot it will load up no problem. Sometimes it gets stuck and goes back into it for a few more times. Once it was really stuck and wouldn't boot past it. I finally was able to boot after I went into the BIOS and booted from there and it seemed finally get past it. Any reasons for that? Do I have a bad install of Windows 10?

Any Ideas?

I could use all the help I could get. These problems aren't major but they are definitely a nuisance that I wish I didn't have to deal with after dropping a bunch of money on this setup. I understand that with new products you're going to have issues. And buying the newest top of the line is only begging for something to go wrong. I know it's pretty common to buy a bunch of new parts and something not work correctly out of the box. If you think I got a piece of hardware that needs to be replaced, please let me know. I don't have much time left on getting things replaced. Any advice on the issues would greatly be appreciated.

Do you have the latest BIOS/EFI?

Have you enabled XMP Profile to see how that works?

The modules should be installed in the same color slots furthest away from the CPU.

I'll have to check if I have the latest firmware for the BIOS. And I have enabled XMP profile and couldn't get it to boot afterwards. Since there are 4 sticks it takes up all 4 of the slots so being in the right slot isn't the issue that I can see.
