why is my cpu running at half its speed

so i ran a stress test on my computer and the processor will only go up to 52% utilization at around 2.30 ghz when its supposed to go to 4.30 ghz i also have 2 different hard drives both with windows 10 and the problem only occurs on 1 of them and im using prime 95 for stress testing
 
Solution
Well stock speed for a AMD FX 8350 is 4.0Ghz.
Turbo core should be 4.4Ghz.

Personally I never leave the motherboard, or its bios with the turbo core feature enabled, or the cool and quiet option enabled in the bios settings.

If you want the cpu to run at it maximum speed of 4.4Ghz all of the time disable the two options in your bios of the 990fxa-gd80 v2 motherboard.

Set the cpu multiplier value to 22. manually.
Make sure the setting of 200Mhz. is also set. 200 x 22= The total core speed setting of the cpu 200 x 22 = 4.4Ghz
And the cpu core voltage should also be set to manually 1.35v

Test the system to see if it`s stable using prime 95.
Keeping an eye on the cpu temps.

If for any reason the system locks up, or resets, or even...

Add another 0.250Mv to the cpu core, test, boot the system again, until it boots into windows, and is stable with a prime 95 test with no crashes or lockup of the system.

Do not exceed a core cpu voltage of 1.6v.
Always increase the core voltage by 0.250Mv power steps.

If you are using the Stock Amd cpu cooler that came with the AMD FX cpu, and wish to overclock the cpu buy an aftermarket cpu cooler first, before starting to overclock the cpu.

thank you for your help turns out all i needed to do was reset my cmos but you did give me a general idea on how to manually overclock my cpu i was using oc genie's stock clock speeds but i do have a corsair h100i for my cpu so temps shouldn't be a problem
