PC sometimes doesn't post when card in PCIe3.0 x16

I finally find out when exactly freezing my PC on post sometimes. when I have my GTX-960 in the PCIe3.0 x16 slot, often times the setup freezes at debug code 4F and doesn't post. sometimes it works. I moved the card to slot x8 . It never froze even once. i did several turn offs and reset. no problem.


Is this a motherboard or video card issue or some compatibility. the spec of the card says it support PCIe 3.0 x16

I want both slots because I want to sli in the future. (after I replace the card with better one)

Parts:
ga-z87x-ud3h F10b bios
Core i5-4960k (supported from F9 bios)
DDR3 PC3-12800 CFD-W3U1600HQ-4 4gb x 2

ZOTAC GeForce GTX 960 ZTGTX96-2GD5MGS01
PSU: FSP AURUM92+ 650w
 
Solution
Turned out to be bent pins. this should serve as a lesson. I should've followed the guide exactly. after removing the cpu. I noticed there were two somewhat bent pins and a piece of hair or something. I'm not sure how this happened. I tried to carefully place the cpu and latch it in. I also kept the cpu socket covered whenever the cpu not in socket.

Anyway, my wife helped me bend the pins back. she is very precise and has better eyes than me. it now works fine. if anyone stumble on similar problem, check the pins first.

I just saw this in the manual:

"ATX4P : The power connector provide auxiliary power to the onboard PCI Express x16 slots. When two or more
graphics cards are installed, we recommend that you connect the SATA power cable from the power supply
to the ATX4P connector to ensure system stability."

however, I only have one graphic card. would connecting a power there solve the problem somehow? anyone has experience with this?
