Low Power Consumption on GTX 980 After OC

I was overclocking my MSI GTX 980 4G a bit ago. I was still getting around 70 degrees. I bumped up the clocks some more, drivers crashed. I changed the clocks to where I had them prior to the crash and everything was fine. I pushed the clocks up just a bit more (not as far as where I had it when drivers crashed) then my power consumption will not go above 43% TPD. Any suggestions?
 
Solution
You have to raise your voltage to gain stability when over clocking. This is what causes your GPU to use more power and over heat. What voltage are you using?
