I've had my computer for over 3 years now and haven't encountered an issue until yesterday where I'd get brief stutters in video (Frame rate decrease and skipping) and audio (Glitchy and repetitious) while playing games and watching YouTube, also when refreshing pages. They're not periodical. This progressed to my mouse cursor freezing and lagging wherever multiple things were loading or while I played a demanding game (Sometimes completely freezing). My CPU (FX-8320) now throttles at 66°C whereas before it throttled at 60°C which is odd. I'm not an expert at this sort of thing so help is appreciated.
