Ridiculous stuttering while looking around in-Game and Browsing.

Have been noticing alot of screen tearing, input lag and blurriness as I pan around left/right in CS GO. I am quite the competitive gamer when it comes to this game and it's really getting annoying. This stuttering is also noticable when moving windows around on the desktop and even when moving the mouse at a slow pace. I have also cleaned my system as well as tested the mouse and my 144hz monitor for any problems.
I have listed the specs of my system below and my question is:

What piece of hardware in my PC is majorly causing this screen tear, sluggish input lag and blurriness. Would I need a replacement GPU? etc.

A 2.5 year old Alienware X51 which has:
- Intel Core i7 4770 3.4 GHz
- GTX 660 (1.5 GB vRAM)
- Seagate 2TB Drive
- 330W Power Supply by Alienware

Display:
- I have a 6 month old 144Hz BenQ monitor.

Temps:
- My GPU's Temps are at 64C-68C when playing the game.
- My CPU's Temps are at 55C-60C When playing.

FPS:
- I get around 300+ Frames in game which is definitely needed if competitive.

144hz screens are meant to display 144 FPS to the user rather than 60 FPS. There is no reason to set a lower Hz as this will cause screen tearing to look worse.

I had a weird screen tearing issue with my 980ti and my G-sync monitor. After faffing on for an hour or so I just deleted the drivers and downloaded the most recent ones. Whatever the fault was it got fixed. Try that.
