it should run but more than likely at lower resolution and lower settings than most would like. i believe it is only x64 bit compatibility so your version of Windows could also be an issue depending.

Your GPU is probably just good enough to play at lower settings. Your CPU is incredibly weak, and that will cause framerate drops, especially in the game's city areas. The game might technically run, but it isn't likely to be an enjoyable experience.
