Case fans plugged into PSU

If my case fans are plugged directly into my Psu, should my fans run constantly?

I'm brand new to modular PSU. I have my case fans plugged into my PS3 but nothing else and my case fans won't spin. I read this would be the best way to plug in fans.

Also... If my fans were spinning, how would my fans know to only turn on when the pic is turned on? Wouldn't they run as long as the switch on the PSU is turned on?

The PSU turns itself off when the PC is off. Then it turns itself back on when you press the PC's power button. That's what the green wire is for in the 24 pin cable. No, your fans should not run when the PC is switched off, no matter if the PSU switch is on or not. It appears that the PSU is not getting the signal to shut down. Do you have your PC set to hibernate, or do you have always-on USB ports (red ones)?

Well my problem is that my case fan will not start up and it's plugged in directly to the PSU. I was just curious if that was the correct way before I start asking how to incorrectly hook them up.
