I have a coax cable that runs upstairs into my bedroom but there is no ethernet. The router is downstairs. My provider is through Brighthouse networks(Florida). Is it possible to plug another router into the coax upstairs and run an ethernet through it that way and changing the IP address of the router so it doesn't conflict with the one downstairs? Wifi isn't really ideal for me

Nope. You can only have one modem/router unless you want to purchase a 2nd account with the provider.

You may have to live with it when you find how much it costs, walls you have to open to do otherwise.

So your cable inlet is upstairs but yo want the router downstair. So how does your downstairs get cable TV? This is the time for you to disclose EVERYTHING how your house is wired. We can only go from what you tell us and not able to guess.
