r9 390 not performing well at low resolutions

So i have recently built a system made for high quality 1080p gaming for around $1000. I only have a 1440 x 900 monitor at the moment so i was surprised to see that my framerate was dipping below 60ps at max settings in games like gtav. I have an I5-4460 and an R9 390 in my build. My cpu usage never goes to 100% so i know it' shouldn't be bottle necking the gpu. for a card aimed for 1080p-1440p gaming im very surprised to see such 'low' framerates at this resolution. Even in csgo, at max settings i've seen it dip into the 100fps area. Will this card perform well at 1080p? or is something wrong with my build. I must say, for a card that rivals the 970, i was surprised at it's performance at 1440 x 900 resolution.

some other notes:
I have a 650W powersupply from evga
I have 8 gigs of ram
My motherboard is the MSI Z97-GAMING 5 ATX LGA1150 Motherboard (I know cpu isn't overclockable)

Sadly, even that card won't garantee 60 all times. For example, just finished black ops 3 and I get 75fps all the time maxed at 1080. BUT two parts of the game drop to 35 - one scene with lots of water and another I can't remember. Only about 5 mins of gameplay but still. Modern pc games aren't all that well optimised.

I can tell you that generally its a great card and you should see mostly 60fps+ at 1080p quite easily.
