The 970 is faster than either other options .... outta the box, it's 3% faster than the 390 and 53% faster than the 960.

According to TPU's tests:

The 970 OC's 17%
The 390 OC's 7%

the 970 OC'd is 13% faster than the 390 OC'd

Best Price/Performance and fastest at $260, not including tax, would be the R9 380X ($249.99 w/$15 mail in rebate):
http://www.newegg.com/Product/Product.aspx?Item=N82E16814126047&cm_re=r9_380x-_-14-126-047-_-Product

The next step up would be the R9 390 or the GTX 970 and they are pretty evenly matched on performance, so it comes down to if you want 8gb VRAM or 4gb and if you will use or care about some of nVidia's software.

Below the 380X and for cheaper would be the R9 380 or GTX 960 at about the same price (either are around $190 - $200), but the 380 is faster overall.
