I dabbled a bit with the BIOS (Yes I know I am an idiot from the start) and now my cpu is stuck at max clock speed. Don't know what I did, even returned it to default settings and its still the same. Please help. I have an ASUS H97I-Plus
Did you by any chance change any settings in Windows Power Option? If you did, be sure to go back and load the Balanced power setting and set to defaults.
When you went back into the BIOS did you "Load Defaults" and then press F10 to select "Save and Exit"?
Also, when Windows is running, open the Task Manager and see if the CPU Load is running below 5% with no programs open. If the CPU Load is about 40-50% then the CPU will run at max speed.

Yes I loaded default and saved and exited. It is at 6% and running at max

Unless you feel you REALLY need the caching option in Samsung Magician, I would uninstall it or disable it from starting at boot. That software has a tendency to cause hangs and crashes.
