Windows using 15% of 8GB total to run itself is not much since this also includes file caching.
50MB of 8GB is 0.6%, not a lot at all. I wouldn't worry about that.
My laptop also has windows defender which uses 50MB of ram.

Windows defender is microsofts version of anti-virus/malware software, it likes to run in background 24/7 and update itself quite often (once/hour or more often) unless you have separate anti-virus software installed.
Then again, any self respecting anti-virus software also updates itself hourly or so.

If you really want to get rid of windows defender, you could disable windows defender service in services.
I do not recommend that if you do not have any other anti-virus/malware software installed.
