High Idle Memory Usage

Hi guys, I recently rebuilt my PC from scratch, this isn't the first time I've done this, I've been doing it for the past 10-11 years or so.

I upgraded to G.SKILL Ripjaws V Series F4-3200C16D-16GVR 16 GB (8 GBx2) DDR4 3200MHz
and recently I've noticed that my RAM usage is up to 90+% when idle, here is a screenshot for proof.

Is there something fishy going on?
I can provide CPU-Z screenshots/information if necessary.

CPU: i7 6700K
Motherboard: Gigabyte Z170X-Gaming 7
RAM: See above
GPU: Gigabyte G1 GTX 980
PSU: Corsair HX850

Solution
Try the different RAM slots and then if that doesn't work, try only one stick.
My idle RAM usage is about 3GB, so you will be looking for something near that

No, it just says 'Installed memory (RAM): 16.0GB'

I thought about restricting it's usage but I didn't in the end, I'm starting to think I have a bad memory leak coming from somewhere

I've tried disabling a few startup programs and it seems to be not too bad at the moment, but i'm going to leave it overnight to test and make sure it doesn't happen again, I have a sneaking suspicion it was something to do with apple's iCloud, I could be wrong though
