Built a friend his computer, GPU fan issue (or feature)?

Alright so I built my friend his PC, he has an i7-4790k, a GIGABYTE G97X-SLI motherboard, ZOTAC GTX 970, 16GB RAM (2x8GB), and a 700W PSU (forget the brand and all that).

Now when I was at his place I booted it up and everything worked I installed Windows and everything (the DVI cord was plugged into the GPU throughout this process).

I installed his motherboard LAN/USB drivers but we had to go so he's going to install his GPU drivers when he gets home here shortly.

Here is the predicament:

The PC boots up just fine, boots to desktop, all fans working functionally and the GPU outputs a clear display to the monitor. However, the two fans on the GPU will spin for 2-3 seconds then turn off, then 2-3 seconds later they'll kick back on and repeat that process over and over.

I tried switching the RAM to 2 different DIMM slots and using one stick but the issue remains.

Is this a FEATURE of the actual card that can be bypassed with MSI Afterburner or Precision X via setting the fan to constantly be spinning at a select % speed or is this something wrong with the motherboard or what?

Once he installs his drivers I'll have him install MSI Afterburner to verify if the fans are working once he sets them to CONSTANTLY spin but I didn't know if anyone here had any previous experience with an issue like this. I read around and it seems some people had issues with the GPU not functioning and the fans doing the same thing.. but my GPU seems to work and be detected just fine, the fans are just acting up. I believe I have all connectors from the PSU firmly entered into the motherboard so.
