speed step and turbo boost were disabled but turboboost re enables on anything higher than 34 multiplier

Huh that is interesting.. Many motherboard makers have a overclocking utility for windows. Also intel has https://downloadcenter.intel.com/download/24075/Intel-Extreme-Tuning-Utility-Intel-XTU- that might be able to tweak your cpu and see if you can stop it from slowing down. What exact motherboard do you have?

nothing seems to work :( bclk is at 105.2 putting it at 4.1Ghz and it wont boot on anything higher. is there anything i can do to get it higher? there isnt a Vcore setting on this board either.

Yes you can try tweaking per core multipliers. Ram overclocking does not yield as much of a performance boost as cpu overclocking but can help in certain workloads. Generally you want to keep your cpu base clock at 100Mhz as it can cause all sorts of issues.
