What's the difference between this 2 PSU?

I have these 2 PSUs the CORSAIR VS-650W and HEC COUGAR SL-600W but I can't decide which I should use for this build:

processor: INTEL CORE I3 4170

motherboard: GIGABYTE H81M-S1

memory: G-SKILL F3-14900CL9D-8GBXL DDR3-1866 and APOTOP 4GB DDR3-1600

video card: Galaxy GTX 750Ti EXOC 2GB DDR5 128Bit Gaming Graphics Card

memory: TOSHIBA 1TB


Anyone who has knowledge about this? May help me? Please I want any recommendations...

Wattage is the least important aspect of power supplies. Voltage regulation, ripple suppression, spike analysis, capacitor and soldering quality, transient filtering, amps on the rails, are all far more important aspects. You can read about them here, I recommend you do, you'll learn a lot of great stuff, it'll only take about 20 minutes:

Nothing is known about the Cougar, so for all we know that could be a fire hazard. Never buy a PSU that has not had a professional review done by an electrical engineer on it.

Corsair VS is so-so, and you'd be wasting money by buying a mediocre to low quality 650W unit when you can run that thing on a high quality 350W unit.
