Throttling on my 380 at cool temperatures

Specs:
i5 4460
AsRock H97M Anniversary mobo
MSI Armor 2x Radeon R9 380 4GB OC edition
EVGA 500W 80+ Bronze

I overclocked my card a week or two ago, then reset it back to stock because the temperatures got a bit high for my taste. Then recently I noticed my card started throttling a lot in many games, even when running at cool temperatures (60-75 C).

This is just one example, in far cry 4 I see it dropping to 700MHz when its still 60-70C. How am I able to fix this or just turn off the automatic throttling?
 
Solution
Try taking the GPU and cleaning the card and the PCIe slot and placing it back. Rest the crimson Overdrive and the other software you used for overclocking. Also after that you could increase the power a little.

Also

Your PSU is marginal for that GPU. Maybe when you pushed it by OCing, something went wrong with the PSU. Or there can be a problem in the GPU for high temps.
